Tom is responsible for overall corporate vision, strategy and guidance of operations at Thomas Development Co., a Boise, Idaho-based real estate development company, Thomas Investments Limited Partnership, a family-held real estate investment entity, and other family held real estate entities.

Synergistically interacting with a small but experienced development team, Tom is responsible for setting policy, making major investment and business strategy decisions and providing general oversight throughout the development process.

Prior to founding Thomas Development Co. in 1990, Tom was a partner, member of the Board of Directors and Chairman of the Business Practice Group of a large Boise, Idaho law firm. His practice focused on business transactions, financial institution representation and real estate transactions.

An active member of his community, Tom has served as a Vice President of the Greater Boise Chamber of Commerce, President of Leadership Boise, member of the Capital City Development Special Task Force on Affordable Work Force Housing in Downtown Boise and has been President of the Board of Directors for the Bogus Basin Ski Education Foundation. He is also deeply involved with numerous activities at his church.

Tom is a graduate of the University of Idaho, summa cum laude in Business and Economics, and the University of Santa Clara School of Law.

Barbara has served the Company since inception in 1990. Her responsibilities include oversight of all personnel and establishing and maintaining office procedures.

Throughout the course of Thomas Development Co.'s growth, Barbara has handled a variety of responsibilities, including key liaison between a property management company acquired by Thomas Development Co., preparation of tax credit and financing applications, coordination of closings with lenders, syndicators, accountants and attorneys on partnership and loan transactions, construction billing and loan administration.

Prior to Thomas Development Co., Barbara worked as a Legal Secretary at a large Boise, Idaho law firm.

Barbara has achieved the Institute of Real Estate Management ARM designation and Certified Credit Compliance Professional (C3P) and obtained a certification from the Palo Alto Legal Secretary Course.

Angie S. FerguisonDirector of Operations

Angie first became affiliated with Thomas Development Co. through TDC's property management company, Summit Real Estate Services, where she served in a variety of roles including a supervisory role of the day-to-day operations of several multi-family tax credit properties. Angie rejoined the Thomas Development Co. team in early 2013, as the Director of Operations.

Angie oversees all Asset Management responsibilities for Thomas Development's residential and commercial portfolio, and works closely with the residential property management companies to ensure compliance and performance of the properties. Additionally, Angie is directly responsible for the property management of Thomas Development Co.'s commercial portfolio.

Angie also manages the Thomas Development Co.'s office personnel and procedures.

Prior to Thomas Development Co. and Summit Real Estate Services, Angie worked as a Project Accountant for a commercial real estate property management company and has several years' experience as a legal secretary in Boise, Idaho.

Angie has extensive Fair Housing and Tax Credit training and has achieved several designations including the Housing Credit Certified Professional (HCCP) and Certified Occupancy Specialist (COS).

Michelle joined Thomas Development Co. in October 2016 as an Executive Assistant providing administrative support to the President and CEO, Tom Mannschreck. She continues in that role with assistance from two other team members.

Michelle's curious mind and research skills quickly became apparent. She has worked on our affordable housing team for over a year. Her knowledge of low-income housing tax credit development has increased substantially and currently has the responsibility of working with the development portfolio which includes properties in Idaho, Montana, New Mexico and Arizona. She works closely with State Housing Agencies, lenders, tax credit equity partners, and other members of the development team, assisting in the timely completion of successful tax credit applications and loan and partnership closings to keep development and construction moving forward. In addition to her development duties, she also handles all travel arrangements, coordinates meetings and assists in office organization.

Prior to working at Thomas Development Co., Michelle began her career in the construction industry by working for the construction management company who built Pelican Bay State Prison in Del Norte County, California. During her time there, Michelle's duties grew to include being the liaison between contractors, subcontractors and construction management creating a process which increased the efficiency of requests for information and clarification from the field. Michelle has also worked in administration in the medical field and for a local mortgage company.

Madeline GreggDevelopment Associate

Madeline joined Thomas Development Co. in 2015 as an Administrative Assistant. Since then, she has learned about and assists Tom with all things related to affordable housing development and commercial development investments.
Aside from providing administrative support to the team, her main duties at Thomas Development Co. include conducting research on funding for affordable housing financing, creating financial pro formas, and coordinating closings for Thomas Development Co.'s commercial portfolio. She is also heavily involved with putting together applications for low-income housing tax credits and various other funding sources.
Madeline is a student at Boise State University's Honors College and the Financial Officer for the University's Pre-Law Society.
She will graduate from Boise State in May of 2021 with a bachelor's degree in Political Science with an emphasis in American Government & Public Policy, a minor in Nonprofit Management and a certificate in Spanish.

Nicole joined Thomas Development Co. in June of 2020 as Asset Manager. She has been in Affordable Housing since 2010. She oversees and manages the Thomas Development Co. residential and commercial portfolio. Nicole works closely with property management companies to ensure that compliance and performance of each property operates to its full potential. Nicole assists in property management responsible for Thomas Development Co.'s commercial portfolio.
Prior to Thomas Development Co., Nicole worked as a Regional Supervisor at a property management company. She has overseen a variety of programs from Section 8 Project Based Housing, LIHTC, 811s PRACs, HOME/HTF, to unique Voucher Programs with Severely Mentally Ill Chronically Homeless individuals.
Nicole has extensive training in Fair Housing, Tax Credit, HOME, and HUD. Nicole is Low-Income Housing Tax Credit certified, serves on the AHMA-PSW boards as the Director of Arizona, and holds a Real Estate License in Arizona.
